Dr. Arthur P. Liang, M.D., M.P.H., is a distinguished Public Health physician and Epidemiologist with over 40 years of experience. Throughout his career, he has provided leadership, management, and guidance to executive-level leadership across a wide array of public health issues and programs. His expertise spans from science oversight to workforce training and development, public health policy, infectious diseases, environmental health, outbreak response, and emergency preparedness.
As a Senior Public Health Officer, Dr. Liang has specialized in Communicable Disease Control, demonstrating extensive knowledge and experience in this critical area. He is adept at engaging both internal and external stakeholders and fostering public-private partnerships to address complex public health challenges.
Dr. Liang's skills include strategic and operational planning, quality management, workforce training and development, and fostering diversity in cultural and disciplinary backgrounds. His commitment to service led him to retire from the USPHS Commissioned Corps in March 2010 and transition to a full-time medical officer role in the Civil Service, where he continues to contribute his expertise.
Throughout his career, Dr. Liang has served on various USPHS promotion, awards, and disciplinary boards, further showcasing his dedication to the field of public health.
